Who is Panurge from Gargantua and Pantagruel and what is their importance?

Pantgruel meets Panurge in "Pantagruel" and becomes a kind of disciple. He is described as "a felon, a cheat, a tippler, a loafer, a scrounger, but that apart, the nicest young lad in the world" (p. 86).
