Why had Chicago Public Schools already been standardized testing for years before No Child Left Behind?

The Chicago Public School system has had standardized testing in some form since 1996. The tests are administered to third, sixth, and eight grade to determine if students could pass to the next grade. This was an attempt to end social promotion in schools.
