Why doesn't Victor begin working on the female companion?

Dr. Frankenstein is hesitant to create a female creature because he's afraid that she'll be just as bad (or worse) than the male creature. He's also a wild card because even if the male creature has agreed to leave Europe, that doesn't mean that she will. What if the male and female creature breed and create a whole race of monsters? There are many, many reasons he decides not to do it.
