How is imperial security described in Part II of the novel, Forward the Foundation?

In Part II, we learn that long ago emperors used to walk among their subjects, but now security is so strict that danger to the Emperor and his First Minister can only come from the staff itself. This section also describes how the high level of security guards against outside threats, but not disgruntled insiders.
