Why does Robert Jordan choose not to kill Pablo?

Robert Jordan realizes as he is watching Pablo with the horses, that he respects human life. He would not know how Pilar or the men would react if he were to kill Pablo. He did not want to chance the uncertainty of the unknown and disband the group.
