In Chapters 10 - 14, what is Abbey's attempt to gather evidence against Dusty Muleman. Why doesn't it work?

Abbey spies on the ship, videotapes the Coral Queen dumping waste in the ocean, visits Shelly, and helps fund the money to buy the dye. I'm not sure what you mean by "why doesn't it work".
