In Chapter Three, why does Paine stay at the city jail?

Paine is going to stay at the city jail, rather than being transferred to the stockade in Key West. The lieutenant at the jail likes Paine. Plus Paine is teaching the lieutenant to play chess. So Paine will not be transferred.
