Who is Dr. Jack Catton from Flight of the Intruder and what is their importance?

Dr. Jack "Mad Jack" Catton, the squadron's medical officer, is described as a good doctor and a fair man. During the hearing after the unauthorized bombing mission, he is asked if Jake has good judgment, but he declines to offer an opinion.
