Why is Broadfoot worried about sending Flash into Lahore in the novel, Flashman and the Mountain of Light: From the Flashman Papers, 1845-46?

Broadfoot tells Flashman about some of the legends concerning Jeendan's sexual appetites. However, when Flashman tells him he is only twenty-three, Broadfoot worries about sending such a young morally upstanding Englishman into such an immoral environment.
