Who is Miss Quigley in the novel, Figgs & Phantoms?

Miss Quigley is the public librarian of Pineapple. She is Mona's only friend besides her uncle. Although Mona is not a reader, she sees Miss Quigley as both a resource for her book research, and a person of refinement and intelligence who fits her idea of a congenial companion.
