Who is Thomas Fitz Thomas from Falls the Shadow and what is their importance?

At the time Simon wages war against King Henry III, Thomas Fitz Thomas is the mayor of London. He is a common man, who fully supports Simon and rallies the people of London to Simon's cause. This support, however, will come back to haunt Thomas Fitz Thomas after Simon's death, when he is promptly arrested and jailed.
