What does Marius do when elected consul to endear himself to the people?

Marius allows poor men in the city to serve in the military. This traditionally was not done, and Marius gains the people's support after the act. He also positions himself to be contrasted directly to the nobles, causing them to dislike him, and the people to support him even more
