Who is Colonel Cascio from Fail Safe and what is their importance?

Colonel Cascio is General Bogan's aide. He is described as a young, hot-tempered soldier, who is fiercely loyal to America. Disbelieving that the American bombers have advanced on Russia, he theorizes that the Soviets have used a new radar masking device, which makes it appear that the bombers are advancing when they're not. His theory is rejected by the top brass.
