Judge Fromm represents the ideal of justice itself as he makes it his priority in all he does. The retired judge has been a government servant his whole life and tried to serve and maintain justice not only in his professional work in the past but also in the present as he lives day to day. He resides on the ground floor of his building which represents that justice within a society needs to be a groundwork principle for all people. Fromm is secretive and careful in his work, but always tries to protect and defend those members of society who are now being abused or harmed by the totalitarian regime.
