Who is Silvina from Dragonsinger and what is their importance?

Silvina runs Harpers Craft Hall. It is her responsibility to make sure that all the students are fed and well cared for. She takes an immediate liking to Menolly, who she quickly takes her under her wing. Silvina is described as a kind woman, who is more of a mother to Menolly than her own mother ever was.
