The author introduces conflict within the Weyr with back-story that bronze rider F'lar was groomed to be Weyrleader. The untimely death of his father leaves him under the leadership of R'gul, who placates the Overlords rather than confronting disobedience. He teaches the letter of the law, but does not believe what it teaches. This hypocrisy divides the dragonmen and the death of the queen sends dragonmen out on a search for Weyrwoman candidates. This is another type of danger at dawn—the dawn of new leadership.
