What are badges?

When a strange man arrives at Min's house to question them about Jun, Min notices the badge which is a symbol of his role as an official with the Thousand Worlds government. That badge marks this man as having something in common with Jun and Min later agrees to work for him. In another scene, badges with a red star and dagger symbolize the airport security guards.
