What method does the criminal wearing the striped clothing in Chapter 1: "Rise of the Planet of the Cats" use to get Dog Man off his trail?

When the criminal sees that Chief has fallen behind in the chase and is allowing Dog Man to finish the job of catching him, he thinks quickly. He begins talking to Dog Man in baby talk language, asking him if he likes balls.
