William Pickering is the director of the National Reconnaissance Office, where Rachel works. He is later revealed to be the mastermind behind the meteorite fraud. Pickering is a mentor to Rachel, and she admires him greatly. His daughter, Diana, was killed while stationed overseas, and Pickering blames NASA for her death.
