In Death of a Salesman, why is Willy's mood upbeat at the start of Act Two?

Willy is optomistic because he is going to ask his boss for a job where he doesn't have to travel any more and later that day Biff is going to visit Bill Oliver (an old employer) to see if he will give Biff a loan to start a sorting goods business. He is hopeful that with these new arrangements he can retire shortly and at least one of his sons will be successful.
