Who is George Masters from The Winner and what is their importance?

FBI Agent, George Masters, is one of Matt Rigg's former co-workers. When Matt was going into the witness protection program, George failed to make the necessary arrangments quickly enough to keep Matt and his family safe. As a result, Matt's wife was killed, something Matt still holds against George.
