Where does Rubashov take the taxi when he leaves Richard? What does the driver do when they arrive there?

Rubashov has the taxi driver take him to the station. When they arrive at the station the driver tells Rubashov there is no charge for the ride. The driver pulls out a red handkerchief, blows his nose to show the color, and says for people like Rubashov the ride is always free.
