Who is Isabel from Collected Stories and what is their importance?

Isabel is the narrator in "Monologue of Isabel Watching It Rain in Macondo." She tells a story of her parents getting servants to move furniture about inside their house because of the risng flood waters, while the ever-deepening rain water and isolation cause the family to first lose track of time, then meals, then to slip into a kind of passive derangement.
