Why does the protagonist live with great guilt in the story, The Wavemaker Falters?

The protagonist lives with deep, lasting guilt since a boy was killed by the wave maker machine when the protagonist was at the controls. The ghost of the boy sometimes appears to the protagonist. The protagonist begs for forgiveness, but the ghost always refuses.
