Who is The Stranger from Cities of the Plain and what is their importance?

The stranger appears in the novel's epilogue, where he sits with Billy and tells him the story of a dream he had. The man's dream is complicated, and the two argue about the meaning of dreams, and whether a person within a dream can have their own dreams. At first, Billy believes that the man might be Death coming to claim him.
