What is the importance of St. Louis, MO in the novel, Chosen Ones?

Saint Louis is a haven city in which no magic is allowed. Sibyl lives in the city because she hates the feel of magic. When Mox and Sloane go to visit her, they must leave their siphons at the train station. Giant machines surround the city to dull any residual magic within it.
