What is the importance of the Institute in the novel, Chain of Gold?

The Institute is the main building frequented by London's Shadowhunters, as it is the meeting place of the Enclave, contains a Sanctuary which allows Downworlders and Shadowhunters to meet in peace and diplomatic privacy, contains a library and living quarters, and also contains a space where makeshift infirmaries can be set up to heal the wounded.
