Who is Sam Swartwout from Burr and what is their importance?

Sam Swartwout was employed as a New York Port tax collector. He is described as a gentleman in the book, but over the course of the novel, we learn that Sam stole one and one quarter million dollars from the port account to cover his own losses during the war.
