Maxwell, born in 1900, is the somewhat aloof Acting Divisional Forest Officer. He is blonde and twenty-five years old—very young for his position. He is accused of often pursuing sexual relations with local women—a charge he does not vehemently deny. As an English official, he is nominally superior in standing to Flory or Ellis, on par with Westfield, while obviously inferior in rank to Macgregor.
