Who is Inspector Alphonse Rivera from Bloodsucking Fiends and what is their importance?

Rivera is a detective investigating the string of murders involving corpses with broken necks and no visible wounds mysteriously drained of blood. Rivera investigated a crime spree that had a supernatural origin in the past, and so he is more open than his partner to the idea that the criminal might be a vampire. As the evidence unfolds, Rivera begins to believe that Jody is a vampire, and probably not the only one. After witnessing the Animals attempt to kill the vampire, Rivera agrees to let Jody and the other vampire escape and report that the murderer was blown up in the explosion. Rivera and his partner walk away with a sculpture that is worth a fortune.
