As the Emperor says, the city has been afflicted with a plague. AIDS is killing the residents, leaving a pall over the city. Death seems to attract vampires, who can tell when someone is going to die. The vampire's preferred victims are the fatally ill, and AIDS provides an ample feeding ground. It also gives an aura of sorrow to the city.
