Walter is a police officer and Monica's partner. He is attracted to her, but she rejects him because he is both married and not very intelligent. He prefers showing off his biceps to actual law enforcement, and winds up handcuffed to an entertainment center with Arthur. Being the smarter of the two, he drags the center around in an attempt to get help from someone. By the end of the novel, Walter decides to quit the force and becomes an exotic dancer instead.
