What is the theme in Berlin Noir by Philip Kerr?

Survival while staying true to ones values is an important theme in the book. Certainly the war was hard on prisoners, Jews, Catholics or anyone else deemed to be undesirable by the Nazis. Even Aryan Germans had to decide if they would stand up for humanity or risk death for not supporting the Nazis.
