Why does briony accuse Robbie

Briony is too young to understand the relationship between her sister and Robbie. When she sees the two together, she misinterprets their lovemaking as a physical attack, and when she later sees Lola being attacked, she then attributes that assault to Robbie as well. Briony's accusations are both innocent and malicious... as she never recants those accusations, even after realizing she was wrong.
