What is Creon's definition of an effective ruler?

Creon defines an effective ruler as someone who “thinks more highly of a friend than of his country,” (Line 454). He also believes that an effective ruler is someone whp concentrates on keeping their country safe..... someone who refuses to be silent when facing “a threat to their security” (Line 454).
