Chris is a puppet of the President, he is the spin man, making sure the newspapers and media cover exactly what the President wants them to cover. Through Chris, we see the way the populace can be manipulated, and when he decides to leave his post, his character illustrates the way people are hounded and punished for not following the Parties script.
