What historical event could be behind the sentence “he (Mr. Jones) had become much disheartened after losing money in a lawsuit”?

Disheartened after losing money in a lawsuit, he spends much of his day drinking. Jones is an allegory for Tsar Nicholas II. As far as lawsuit, I'm not sure of the allegory.
