I think that at least part of Orwell's point is that the Pigs treated animals no better , or perhaps worse, than Mr. Jones treated animals. The real injury is that Napoleon, a once subjugated animal himself, inflicted tyranny on his fellow animals. In that sense Napoleon is worse than Mr. Jones. Napoleon enforced a type of violence that not only inflicted suffering but divided the farm animals. Mr. Jones was running a business where as Napoleon created a sort of terrifying dystopian nightmare.
