In the final scene, Orwell is giving a warning in regard to autocrats who take over socialist ideals for their own elevation. He is making the point that if socialism has any hope for success, it cannot allow greed and the desire for power to contaminate its purpose. Excessive government control breeds discontent, and in this final section, Orwell clearly demonstrates the challenges socialism faces.
