What is Louis' point about fear in America at the end of Act 2, Scene 7?

Louis, responding to Joe's fear about losing everything he ever thought he believed, responds that in Reagan's America - an America of certainties and strictures - everyone is afraid. Louis says that to be willing to break the law for oneself, a person must be afraid.
