Who is Steven Spurrier from All That Remains and what is their importance?

Steven Spurrier is the novel's antagonist. He owns a bookstore in Williamsburg, and Scarpetta becomes aware of him when he approaches her to ask for directions. Scarpetta is suspicious of his inquiry because he has a sticker on his car proving he is local, so she writes down his license plate number and learns they are stolen plates. Scarpetta later connects Spurrier's bookstore to the missing girls. Scarpetta believes Spurrier is the killer, and when he tries to steal some license plates, he is arrested. During this time, his home and business are searched, but nothing incriminating is found. When DNA tests come back, they seem to prove that Spurrier is innocent, and Mrs. Harvey worries that he is not going to pay for his crimes. She then goes to his home and kills him before attempting to take her own life.
