Who is Superintendent Bowles from A Test of Wills and what is their importance?

Superintendent Bowles is Rutledge's immediate superior at Scotland Yard. Bowles, jealous of Rutledge's status and ability, attempts to prove his inadequacy when he assigns him to investigate Harris' murder. He is sadly disappointed.
