Who is Inspector Ian Rutledge from A Test of Wills and what is their importance?

Inspector Ian Rutledge is the Scotland Yard detective assigned to investigating the murder of Charles Harris. Rutledge's experiences in WWI have left him a far different man than the one who began his career at Scotland Yard, and his superior puposely assigns him to the investigation hoping he will fail. Much to Bowle's (Ian's superior) disappointment, Rutledge not only solves the case, he proves himself resourceful. rational, and more than competent at his job.
