Why were Beth's efforts to have a legal abortion not successful?

Beth tried to have an abortion the right way. She had gone to the Center. She had filled out the parental consent waiver and had it filed in her county. Then the judge went on vacation with his wife and delayed her hearing until it would be too late for her to have an abortion. She ran out of time to have a legal abortion.
