What was going on when Hugh walked into the police department?

When Hugh walked into the police department, he was told that he was late for a staff meeting. When he went into the room he saw that a surprise party for him was going on. Everyone began singing "Happy Birthday." Then he saw a platter of donuts arranged into the numbers 4-0. One of the donuts had a candle in it.
