What does Hank tell Sheriff McKellroy and Collins in Chapter Eleven?

Hank meets Sheriff McKellroy in town, and an officer named Collins takes his statement. He says that he was supposed to go with Carl and the FBI agent named Neal Baxter to the scene where he'd heard the engine but had been called home. He'd watched the two of them drive off together.
