Who is Colonel Jos Gonzales de Villena y Danvila from Ship of the Line and what is their importance?

Colonel José Gonzales de Villena y Danvila is a Spanish loyalist. He is also the commander of the apparently-destroyed Olivenza Hussars. Villena carries a long sabre, and he dresses in resplendent uniform. Hornblower goes onto note that he is a sunburned, youngish man with a fair complexion, who is possessed of a so-called Hapsburg lip.
