Who is Neal from A River Runs Through It?

Neal is Jesse's brother and Neal's brother-in-law. He causes quite the commotion while staying with Jesse and Norman because of his drinking problem. Unfortunately, Jesse expected Norman to keep her brother out of trouble.... which seems to have been virtually out of Norman's control.
