In Jonathan Swift's essay "A Modest Proposal", why is it entitled "A Modest Proposal"?

The Modest Proposal as a title is meant to be satirical in itself, making little of the suggestion that they fatten the children up and serve them trussed up like a turkey for the rich and British to enjoy. It is to downplay the serious nature of the problem...which of course it meant to point out.
