What is the purpose of satire in A Modest Proposal?

A Modest Proposal is written to illustrate the stupidity of the acts of the Irish government of the day. Satire asks questions the opposite of what he may actually mean. A good example is comparing the Irish to animals and fattening them up for the dinner table. He does not truly believe this, but is rather making a point that the government is starving the very people they hope to use to make their society work.
